A free and fun little animation program, Pivot Stickfigure Animator is exactly that -- an graphical animation utility which creates animated GIF files of stick figures doing whatever you want them to do.
The basic character in this program is a stick figure-type man. You can make it do various things by moving around the red point. Clicking 'Next Frame' adds another frame; when changing the position of the stickman, you will notice a gray shadow depicting him in the previous frame.
In addition to the typical VCR-style controls (play, stop), this application also includes shortcuts to character editing which can be saved and loaded.
